The whole point of these riddles are not for them to be too hard, but just be a pointer of where the adventurer should go without blatantly telling them.

"While exploring this area, you see a pokemon. You notice the pokemon was made for battle, and probably had won lots. The pokemon wasn't battling then though, there was a pokemon slightly higher in authority than him close by, but it wasn't from this area. That pokemon was really ugly, and the pokemon you saw was hiding from it."

ok, If I know Chris, the battle part is just to confuse me so I am certain that its the forest...

It is made for battle; that is your hint of the Pokemon. Your other hint is really ugly; look what Pokemon are ugly and what it may be higher in authority than. If that Pokemon is made for battle, there you go. It says it isn't fighting at the time, another huge hint.

Authority is basically dex number; Feebas is one higher than Armaldo.
